ĐỊNH CƯ DIỆN NGƯỜI LAO ĐỘNG CÓ KỸ NĂNG LIÊN BANG VÀ CÁC TỈNH/FEDERAL AND PROVINCE SKILLED WORKER IMMIGRATION
Định cự diện Người lao động có kỹ năng liên bang và các tỉnh chiểm phần lớn trong số lượng người định cư ở Canada. Theo diện này các ứng viên thường phải đáp ứng yêu cầu về: bằng cấp (đào tạo về nghề nghiệp), khả năng tiếng Anh, tuổi, kinh nghiệm làm việc (ở Canada hay ở nước ngoài). Tùy theo chương trình định cư cụ thể các yêu cầu trên sẽ được xem xét và cho điểm theo những tiêu chí khác khác nhau phục vụ việc đánh giá hồ sơ và sau đó là cấp Visa thường trú nhân-Permanent resident visa của Bộ di trú và công dân Canada.
ĐỊNH CƯ DIỆN NGƯỜI LAO ĐỘNG CÓ KỸ NĂNG LIÊN BANG
Theo chương trình này ứng viên được cấp Visa thường trú nhân có thế định cư ở bất kỳ tỉnh/bang nào ngoài Quebec. Ứng viên nộp hồ sơ thông qua Hệ thống tuyển chọn nhanh Express Entry. Ứng viên sẽ khai và nộp hồ sơ trực tuyến. Trên cơ sở thông tin về các yếu tố như: Bằng cấp, khả năng tiếng Anh, tuổi và kinh nghiệm làm việc, Ứng viên sẽ được đánh giá và cho điểm theo Hệ thống tính điểm tổng hợp-Comrehenship ranking system. Như vậy có thể thấy xu hướng là điểm để nhận được thư mời ngày càng giám. Tuy nhiên để đạt được điểm này cũng không phải là dẽ dàng. Nhìn chung để có thể được khoảng 450 điển, ứng viên cần đạt ít nhất tiếng anh EILTS(nghe: 8.0; đọc, nói và viết: 7:0), có 2 bằn đại học hoặc master, kinh nghiệm làm việc khoảng 3 năm, và tuổi khoảng 25-30.

Như đã trình bày ở trên các yêu cầu của định cự diện Người lao động có kỹ năng ở tỉnh/bang cũng như liên bang, nhưng có một điểm khác biệt rất nhiều so với liên bang là mỗi tỉnh có những tiêu chí tính điểm khác nhau và khac ở liên bang. Điều này dẫn đến đa số các trường hợp điểm ở liên bang không đủ để nhận được thư mời nộp hộ sơ xin PR, nhưng ở tỉnh thì lại có nhiều cơ hôi.
Tuy nhiên như đã nói ở trên mỗi tỉnh lại đưa ra những điều kiện cụ thể và tiêu chí tính điểm riêng. Có tỉnh cần job offer, có tỉnh đưa ra danh sách những nghề cụ thể để được xem xét, có tỉnh đưa ra là cần có mối liên hệ với tỉnh đó thì mới nhận hồ sơ. Bài viết này không tham vọng cung cấp thông thông tin của về chương trình định cư diện Người lao động có kỹ năng của tất cacr các tỉnh, mà chỉ điểm qua 1 số tỉnh mà người viết cho rằng là khá khả thi cho các ứng viên Vietnam. Đó là các tỉnh không yêu cầu phải có job offer như là điều kiện bắt buộc để được nộp hồ sơ, bởi vì việc tìm job offer là việc làm rất khó đối với hầu hết các ứng viên.
SASKATCHEWAN INTERNATIONAL SKILLED WORKER OCUPATION IN-DEMAND CATEGORY
Individuals may be eligible under this category if they meet the following criteria:
- Score at least 60 points on a 100 point assessment grid (see below);
- Live outside of Canada or have proof of legal status in Canada;
- Have at least one year of work experience in the past ten years in intended in-demand occupation;
- Score a minimum of CLB 4 in all language abilities (speaking, reading, writing, listening); and
- Provide one of the following:
- A permanent, full-time job offer in a skilled occupation from an approved Saskatchewan employer; or
- Proof that they meet the following requirements:
- Field of education is in a skilled occupation;
- Completed post-secondary education of at least one year in length;
- If occupation is regulated, proof of appropriate Saskatchewan qualification; andIf occupation is regulated, proof of appropriate Saskatchewan qualification; and
- Proof of settlement funds and a settlement plan.

MANITOBA SKILLED WORKER OVERSEAS
The Manitoba Skilled Worker overseas cateogry uses a points-based system to assess candidates, who may be outside Canada. Points are awarded for factors such as age, language proficiency, work experience, education and adaptability. Manitoba uses a unique point allocation system with a pass mark of 60, in contrast to the FSWP, which assigns points differently and has a pass mark of 67.
Applications are accepted from qualified skilled workers who can demonstrate a strong connection to the province through family or friends, past education or employment, or by invitation of the MPNP, and be assessed sufficient points for five eligibility factors: age, language proficiency, work experience, education and adaptability.
Candidates must score at least 60 out of 100 points on the points assessment grid.
